It can be acquired at the Beijing Capital Airport when you arrive. You just need to follow the signs and apply for it at the windows. Your passport and onward air tickets and the visa or travel document for your destination are required.

thank you what do you mean by the windows? What VISA is required together with the Passport and the travel Document? I am Swiss and do not nead one for Philippines and Switzerland I have only problems in Beijing because of a long Transit Time.

If you don't need one for Philippines, then you just should provide your passport and onward air ticket. The window is where your application for 72 hours free transit is granted. After you land at the airport, you just need to follow the signs to reach there and apply for it. It's for free and actually just a stamp on your passport.
