Applying for a Visa in HK and not directly entering China

I am a German exchange student, currently living in Taiwan. I want to visit Hongkong in January, then I will go back to Taiwan and also visit Malaysia, however, I would like to enter the PRC in February and I am wondering if I can already apply for my Chinese Visa in January or not?
