when holiday start chinese newyear 2014 in Dubai embassy? when open after holiday ?

pls tell me Indian embassy holiday time also, i have Dubai Residential visa i want make Z from Dubai so i waiting Z invitation. i need make date of Jan . so if i get holiday status i can make date for invitation. pls help me
