About:Chinese Embassy in Japan

Do I need to make an appointment to apply for a Visa to China at the embassy in Tokyo?

I don't think so. If you are a Japanese, you should apply via the appointed travel agency. If you are from another country, then you can apply from the Chinese embassy or consulate.

I'm a US Citizen, but I am working in Japan... It says I need to go to a travel agency to apply. Is that true?

Yes, you have to apply via the appointed travel agency. However, the embassy doesn't specify the name list of the travel agencies on its website. You'd better confirm it with the consulate or embassy.
