I don't think so. If you are a Japanese, you should apply via the appointed travel agency. If you are from another country, then you can apply from the Chinese embassy or consulate.0

Yes, you have to apply via the appointed travel agency. However, the embassy doesn't specify the name list of the travel agencies on its website. You'd better confirm it with the consulate or embassy.0
