ARC needed for Canadian passport holder living in Jeonju on tourist visa ?

Hello! Before the New year I will travel to japan for an e2 working visa to start work January 17. My girlfriend and I want to visit Shanghai for 1 week (over Xmas holidays).

I noticed at the top of this page that an ARC was needed to apply for the L tourist.... I will not have an ARC until probably February.

Am I still able to get the L from the embassy in Seoul? Or better yet, is there a closer embassy/consulate to Jeonju?

Thanks!

Yes, ARC is required for foreign passport holders, but you can have a try to contact a local travel agency for the latest requirements.
