irish citizen on holiday in hong kong can i apply for this transit visa for a short break

If you fly Ireland-HK-Ireland route, you won't enjoy 72 hours free transit. If you come to visit a city in mainland China, Beijing for example, your route will be Ireland-Beijing- HK or Ireland- HK-Beijing-Ireland. Then you can enjoy 72 hours free transit.
