The national park will not be closed in Dec, but only some part of the plank road in some far away places will be closed for protection and the closure will not affect the traveling. You can still visit that place. It is still beautiful in the winter time and the snowy scenery is wonderful. If you go in Nov, most of the leafs will fall down and you cannot see the red leaves, but the snow scenery and the clear water. From late Nov, the winter will fall in JZG and it lasts till at least the end of Feburary. The bifeng Gorge and the Breeding center will be open in Dec, so please do not worry. It is not very cold in Chengdu. The average temperature is around 5 to 11C in Dec. March to June and September to November are the best period to visit Chengdu and the September to the end of Oct is the best time to JZG.
