It has said departure from outward office of exchange since 11/24/13. Where is it n how much longer til gets to me

It should have left China by now and on the way to the destination. Generally, it may take at least half a month to arrive.

So if last thing was on 11/24, half month from then? I bought item 11/19 seller said first week in dec. Is that close to right??

I agree with Nicole. Generally, a parcel from China to USA takes 230 days. You are mostly expected to receive that during mid Dec.
