RA024990361CN status in China Post Airmail website is dispatching and its´s been like this over a month now. Who is responsible if I do not receive my package, I paid the money and the seler do not return  their to me. So where is my package?

I can just track it was in Wenzhou on Nov. 5. Anyway, you should ensure whether it goes back to the seller again. If so, you can certainly get your money back. If not, it must be on the way to the destination. Just wait for another week and check it at your local post office for a try!
