About:72-Hour Visa-Free Transit FAQ

Where will I receive the transit permit?

So if my understanding of the above is correct, I should request a transit permit through my airline, then they will declare it to Immigration/Customs ahead of time. Will I receive the transit permit at my departure airport or from Immigration when I arrive in Shanghai?
