The card can be recharged in any subway station and you can also go to some branches of Xian Bank to recharge.

I was told I could recharge it in the subway station at a window, but that part of the information was incorrect. A kind lady helped me today.
You can recharge in the subway, but need to go to a ticket machine. There, press the button for English, and at the bottom there will be be "recharge", and proceed from there by putting the ChangAn Tong card in the slot at the bottom, selecting the amount, and then inserting the money.
