Yes, you can go during that time, but it is not the best time to travel there.
According to the latest news, the Kanas is not closed this year and it is free to enter from Nov 15, 2013 to March 31, 2014.

Yes, you can. But I have to kind notices for you:
1. It will still be cold. If possible, prepare warm clothes;
2. You'd better turn to a travel agency to arrange to stay with a local family. It will be more convenient!

May I know which month of the weather condition would you like to know about Burqin or Kanas Lake? Anyway, I can tell you that there is generally large temperature gap between daytime and nighttime, so you'd better prepare several thick clothes in case!

As I know, there is direct bus service from Burqin to KNS, but not sure about the timetable. Also it is said that if you share a van with other 3-4 people, you just need to pay CNY80 from Burqin to KNS.
