which is the cheaper and easier way to get to regal kowloon hotel from HK airport?

You may choose to take the airport shuttle bus line A21 to Granville Road, Chatham Road South Stop. Then you can walk to your hotel easily.
The bus takes about 70 minutes and bus fare is around 33HK$ per adult.
