According to the reciprocal agreement that came into effect on April 18, 2013, those who hold diplomatic passport, service passport (official and ordinary type) of Sri Lanka are exempted for the visa for 30 days at most when they enter, transit or exit PRC. The same rule is also applicable to Chinese people who hold diplomatic passport, service passport (official and ordinary type). So I think you will get the VOA when you arrive in Beijing.
