Most of the shops will open during that day time and they may closer earlier than usual days.
It is unclear about the tour agency.
The taxis and public buses are available.
it is cold and humid during that time in SH and the temperature is around 3 to 6C the. It is suggested to take the down jacket.
You can go to Suzhou and Hangzhou, but the train tickets are suggested to book in advance. The train and the flight tickets are hard to get during that time.

It is suggested to book at least 20 days, but for bullet trains, it is suggested to book several days before. If you choose to book on this website in advance, you can just pick up your tickets when you are at the railway station.
If you travel just during the Spring Festival, the people are not so much as you seen in the spring rush photos.
The down feathers are sold on the 1st day of New Year.
The attractions will open and many Chinese people will also choose to visit.
Unless you join a tour group, otherwise, it may not be easy to get a tour guide. In my opinion, I do not think a tour guide is necessary when you visit those places. These cities are easy to travel for foreigners.
