About:China Tourist Visa

I am a US citizen with Bolivian residence. would i be able to get a visa to china from bolivia?

by the time i apply for it i should have the 2 year visa for Bolivia. Right now i have my carnet (from one year visa) so i am technically already a bolivian. however, i am planning a trip to korea and aside trip to china. Would it be possible to apply from Bolivia with a US passport?
