Must a Lebanese Passport Holder have a preapplied visa to enter Hong Kong?

A Lebanese Passport, residing in Taiwan, wishes to visit Hong Kong for a few days. Must he have a pre-applied one? Will the immigration in Taiwan allow to exit freely to Hong Kong, with return ticket to Taiwan? If it is prerequisite, how and where to apply?

Hi, as I know, he should apply for a HK visa in advance through a travel agency or airline from the HK Immigration Department directly.
