why did the qing dynasty stop building and repairing the great wall?

In the early time of Qing Dynasty, the construction continued in order to prevent the invading of Mongolians.
Later till the region of Emperor Kangxi, the construction stopped gradually, because the central government changed their policy to the nationalities to the north part of China. They used the religion to unite different nationalities in China, so they stopped the construction.
