whether protein powder can be taken into China?

my friends wants to bring whey protein powder into China. how much is he allowed to bring?
If he declares the protein powder on arrival, will he need to pay import taxes? even if the amount is around 2.2kg..

Yes, it is allowed to take that in. Just show the receipt and fill in the actual amount of that when filling in the declaration form. But it is best not to take a lot.
