It is suggested to reach Putian from FZ, because FZ is much closer. As I know, there is no direct flight between Dubai and FZ, so it is suggested to fly to HK first and then fly to FZ.

From Fuzhou definitely. There is bullet train from FZ to putian directly you can buy it online or just go the FZ railway station to buy on spot.
