Good day, i am planning to travel with a friend to hong kong. Her hometown is Dianjiang (Sichuan)

beside having that valid enter hong kong permit passport (obtain in Tianjing while study there), may i know can she enter hong kong not with a tour group? what are the documents need to apply..please advise
