Yes, it is very safe to buy them in both cities.
In Beijing, Zhongguancun Kemao Eletronic Products City is suggested and it is located at No. 18, Zhongguancun Avenue, Haidian District.
In Shanghai, the Seg Market at B1-4 Building, Keji Jingcheng, No. 668, East Beijing Road.
