distance from cable car station to beihai hotel

Is there somebody to carry my parents from cable car station to beihai hotel and from hotel to cable car in winter season?, and how much is the service fee?.
My parents are over 80 ages, and they can walk just 15 minutes. I want to visit around 2014 - January-27th .
