Hi, he should visit the embassy in person for passport replacement. The working hours of the consular office: 09:00-11:30, Monday-Friday. Fee is SGD 40 and regular processing takes about 1 month. Following documents are required:
Application form for Chinese passport, photo, a photocopy of old passport, Singapore PR (original and copy).
You can also contact the embassy directly at 64712117 for more details.
