Which Embassy/Consulate to Go To?

While her legal residence is St. Louis, our daughter attends college in New Orleans. She is looking at studying in Bejing in January. To which consulate would she make application for her visa?

St. Louis is a city in Missouri. She should go to apply from the Chinese consulate in Chicago.
