if i cancel and change date of train ticket is that any penalty?

If you change train tickets, there is no penalty.
If you cancel that, if you make it over 48 hours before the train leaving, you need to pay 5% service charge of your ticket value; between 24h and 48h, pay 10% and less 24h, pay 20% service charge.0
