Where is the consular areas of Japan in Shandong Province?

I am an International student,who studies in Qingdao, Shandong province. I want to go to Japan for travel and I want to apply for a VISA, but I don't want to go to Beijing or go back to my country Laos PDR. So I want to know that can I apply for VISA here in Shandong Province.
