About:Transportation of Hangzhou Xiaoshan International Airport

Shuttle from Hangzhou airport to Pinghai road...

my flight will land at HZ at 19:00 hrs. And I need to go to Pinghai road ( Zhonshan Hotel ).
Is the shuttle service available at that time and to that destination ?
Is it safe for a single woman to travel at that time?

The shuttle bus is still available at that time, but the shuttle bus does not reach your hotel.
To reach your hotel, you need to take the airport shuttle bus to reach local railway station and then you can change to take a taxi to reach your hotel.
It is very safe to travel alone at that time, so please do not worry about it.
