Filming without visa

Hi, If I am in Beijing for less than 48 hours en-route from the UK to Australia and want to make a short film whilst I am Beijing do I need to get a visa ?

It is not required for a transit less than 72 hours. But as I know, making film should be approved by Chinese authourity, I am thinking it will be ok if it is not for use of any media.
