A Singaporen wants to relax in China without work, can she stay forever?

Basically to retire in China without working and taking daily breeze here.

Unless you withdraw your Singaporen nationality and become a Chinese citizen or you must acquire the permanent residence permit and have enough money to support your late life. However, it's very very difficult to acquire the permanent residence permit let alone become a Chinese citizen.

How to withdraw Singapore nationality? If you are a Singaporean, you will know that it cannot be withdrawn unless you have proof of another countries' citizenship
Actually I have an apartment in China, does that help?

China does not recognize dual nationality, so it is impossible for you to become a Chinese citizen. But if you have apartment here, you may try to apply for a resident D type as you want to reside in China permanently.
