About:Chinese Consulates in Thailand

Can I apply for the Q1 in Chiang mai?

My wife is a chinese and we've daughter. I'm presently in Thailand on a tourist visa.

I am afraid not if you are there as a tourist only. The fact is that it is very difficult to get one issued in a third country other than the country if nationality. But if possible, you can have a try to apply in HK if you do not want to return to your home country.
