I would like to travel between multiple gateway cities - can I travel on 72 hr visa

I am a US citizen: I plan to travel from Tokyo to Chengdu (gateway city) and spend 1 night, then from Chengdu to Beijing (gateway city) for two nights, then to San Francisco. Can I travel using the 72 hr transit?
