I'm a Canadian working in Abu Dhabi, however I'm currently on a tourist L as my residenceVisa is still being processed. Am I able to apply for a Chinese tourist L here??

I am afraid not, because UAE residence visa is required. Maybe you can try to provide the document issued by relevant department showing its status of being processed.
