How can my husband acquire visa for him?

I am Ms.Oyun Batsukh, Senior officer of the National Security Council of Mongolia and Adviser. I am going to attend at the Seminar on the CWC and Chemical Safety and Security Management For Member States of the OPCW in the Asian Region will taking place in Doha, 10-12 September 2013 to be organized jointly with Government of Qatar and OPCW, UN. I have already got electronic State of Qatar visa. in this case, my husband accompanying with me wants to get one for him. How could he get it? I'm kindly asking you.
