What is the best way to get to the New Century Global Centre from chengdu city centre and how long?

I have no idea about your exact location, so here is just a general suggestion.
Local subway line 1 can take you to Jincheng Square Station, which is within walking distance from your destination.

I can't see that station and someone said that the new centre was near the Financial city station

Yes, it is near the Financial City, but the nearest MTR station should be Jincheng Square Station or Fu Hua Yuan. I agree with Matt.
