About:China Visa Application in USA
Can I still get my visa the same day if I drop it off before 12.00 and pay the 30.00.

It depends, because it should be approved by the consular officer when you request for rush service. I also heard that the express service had been suspended since last year.0

More information regarding rush (next day) service. On the NYCity website for the Chinese consulate office.
here is what is written,
4. Processing Time
Regular service: It can be obtained on the fourth business day.
Express service: It can be obtained on the second or third business day (approval required).0
