I am Indian working in saudi. Going to USA(B1/B2). Can I get Chinese visit Visa from embassy in USA?

I am Indian working in saudi. Going to USA(B1/B2). My USA b1/b2 is valid for 10 more years.. Can I get Chinese visit (F1) from Chinese embassy in Huston, Texas,USA? Even single entry exit is OK. I need to attend seminar there.
