is there anywhere i can windsurf in Fujain province?

I would like to windsurf on Dongshan Island in the F Province what is the wind direction and when is it most windy?

Dongshan Island is the best place for windsurf. Among the whole year, wind happen in about 121 days. For the wind direction, I am afraid that it is hard to tell you for me.
October is the most windy month.
