Visiting taiwan on 21 Feb - 28 Feb 2014 to see cherry blossoms in full bloom. Is it the right time?

My friends and I are planning to visit that island from 21 Feb - 28 Feb 2014. It will be spring then. We would love to see the cheery blossoms in full bloom. Is it the right time ? How is the weather at this time of the month?
Your advice please. Thanks.

The average temperature is around 16 to 23C and frequently there is little rain.
Feb. is a good time to see the cherry blossoms, but the best time is in March.
