Taxi from Baiyun 'Airport to Guangzhou city

Can anyone help. My family will arrive at Baiyun airport at about 1230 am in the night.
Will there will taxis going to the city at this time, and what will be the estimate charges.
Does the taxi have to use meters or do we have to negotiate the price ourselves.
