Applying for F visa outside the "Hong Kong"

Hi, I am from the United States, and I have been residing in Taiwan for the past year. I need to apply for an F type to Dalian. I will be provided with an invitation letter from a Chinese organization. What I would like to know is if I could apply for the F type in Hong Kong?

I am afraid that you may need to apply in your own country. According to other applicants' responses, it's difficult to apply in third country or region after the new regulations came into effect on July 1.
