Are there non smoking areas on plublic trains and buses

As I know, there are smoking areas for the smokers on the trains, so there is no need to worry that you will be affected in the carriage.

As for bus, there is no excluzive non smoking area, but it is not allowed to smoke at its running. If someone wanna smoke before departure, he has to get down the bus to smoke outside. But rules are rules. You may also meet some people smoking onboard.
