If the "Enter Before" date is Sept 12, that means it will become invalid after 24:00 on that day. So, you can not enter a day later.

I put Sept 12 on my application form on line 2.3, Intended date of your first entry. I haven't received my visa yet. I want to stay an extra day in Hong Kong and enter on Sept 13.
I should have clarified that it was on the application submitted to NY Embassy.

It is ok then. The date on the application is only a general reference for consular officers to issue visa. Once you get it issued, you can enter any date before "Enter Before"date.
