is it a good time to go taipei on 10th-17th Sept? How the weather like over there during this time?

Personally, it might not be a good time to travel in Taipei then. It will be hot with the average temperature of 28C or a little higher. Besides, it will still be during the typhoon season and thunderstorm may happen from time to time, so your trip may be spoiled.
Generally, Nov. to the next Apr. can be the best travel season there.0
