Applying for F visa outside the home country

Hi, I am Algerian, and I work in Italy since 4 months now. I need to apply for F type to Chengdu. Would you please kindly tell me where to apply, in my home country (Algeria) or Italy (Florence)?

I am afraid that you need to go back to your country to apply for it. According to the CVASC in Italy, non-Italian people have to provide the original and a copy of his or her permanent residence or work permit which should be valid for at least half a year. Apparently, you don't meet this requirement.
