I'm afraid there is no direct train running between. You can take a train to travel from Lingqiu to Taiyuan first, where you may catch another train to Hangzhou. Train fare between Lingqiu and Taiyuan is CNY46.5 for a hard seat nd CNY94.5-100.5 for a hard sleeper. For the train to Hangzhou, it costs CNY192-198 for a hard seat and CNY351-361 for a hard sleeper.
To be a better way, you can take train to Taiyuan first, and then fly to Hangzhou. It can be more time-saving.0
