May I know where you are going to submit your application to? or where are you from? as I know, the embassy/consulate doesn't accept application by post. CVASC in Paris and the CVASC office in marseille don't provide service for application by post as well. But if you can not apply in person, you can entrust someone else or a travel ageny to handle your application.
