Is Railway station in Luoyang same place with High speed train station where to take Bus to Longmen Cave.

If different, how to get to Railway station after get off from high speed train.

No, they are different. Local bus no. 28 can take you from the high-speed train station to LY Railway Station. You can also take a taxi to reach. I remember the taxi fare is at most CNY30.
