US passport holder seeking China Visa for 6 months or 1 year

I am a US passport holder seeking to reenter on multiple entry for one year or 6 months at a time.
presently I reside in Hong Kong. can I apply for it from Hong kong or Macao? or from any other country nearby instead of going back home to USA

I am afraid not if you are not a HK/Macao resident. As the new regulation came into effect from 1st, July, 2013, things may have changed and it is getting strict for applications in a third country/region.
