About:Tomb of Puhaddin

My visa states enter before July 24,2013

I'm flying to china on July 23, 2013 20:00 hrs and arriving china 00:15 hrs July 24,2013 can I still enter with it?

Yes, sure. You are allowed entry anytime before 24:00 on the July 24.
